Basically, you take any 5 cats off of the "At Risk" list, and add them to the "Safe" list. When there is only one cat left that is "at risk," it is "eliminated," and all of the "safe" cats become "at risk" again.
After 20 cats are eliminated, we will move down to saving only 4 cats at a time.
After 30, we will move down to 3 cats.
When there are 10 characters left, we will only eliminate 1 cat at a time.
You can add characters to the "at risk" list if you want to.
